This is a PlayStation 2 HDD image that contains Browser 2.0 (HDD-OSD), it boots and works perfectly with PCSX2 because the KELFs have been decrypted.
This image was given to me by krHACKen, and it is just the decrypted version of his POL Viewer USA (Goodbye Update) image that can be found somewhere online, which had the HDD-OSD installed (you need it to launch POL Viewer in the first place). This means that PlayOnline Viewer is also on the image, but it doesn't work with PCSX2 (at least at the time of writing), so you can freely delete it from the browser.

The story behind this image is pretty simple: we wanted to try and see if POL Viewer would work on PCSX2, which it didn't, but at least i was left with an image that booted straight to HDD-OSD since the MBR KELF was decrypted. Since then i had it laying around for a long time, so i just decided to post it here because you can't really find it online and it didn't deserve to just stay on my old laptop's HDD.

Despite the filename being USA (that probably refers to POL Viewer) it works on any region firmware as far as my testing goes, however it won't boot directly on firmware that comes from consoles that don't boot from DEV9, like protokernel consoles (SCPH-10xxx and SCPH-15xxx) which need a memory card update in order to boot from HDD, or slimline consoles (SCPH-70xxx to SCPH-90xxx). You can still launch the HDD-OSD executable from uLaunchELF in these cases.

I've tried the 50009 firmware on the latest v.1.7.2757 Nightly build, at the time of writing, but it just bootloops (repeating text on debug console), black screen and it never works.
It's kinda pointless to have this browser version on PCSX2 as you can't really do anything with it unless you somehow put decrypted apps on it, but it's definitely unique and at least you can copy saves to the HDD (even though PCSX2's virtual memory cards still exist :P)
Assuming you are using the latest Nightly build, go to "Configuration>Network and HDD Settings" in the main PCSX2 window, then check "Enabled" under Hard Disk Drive. Now click "Browse" and navigate to the folder where the decompressed img file is. Since PCSX2 seems to have an hardcoded HDD image file name, either rename the image file to DEV9hdd.raw or begin typing the original name "dec..." in the file name field on the browse dialog, then select the suggestion of the full filename and click Open. Now boot without disc and PCSX2 should just boot straight to Browser 2.0.

Note about the HDD's size: I've read your reviews and i want to say i also don't know how to get the size to 40 GB, sadly. It may be possible somehow but i never put an effort in figuring that out as you can't really install anything to this anyway, you'd need to decrypt KELF executables for every app you install and apps that use DNAS (like PlayOnline Viewer) refuse to work on PCSX2. It's not really worth it to try using an HDD for actual stuff on PCSX2, it's not as straightforward as an actual PCSX2 and it's a way to get a big headache. I hope you understand.
